Replace topics with finish lines
An item called budget, launch, or hiring gives participants no way to prepare and gives the facilitator no stopping rule. Rewrite it as a decision, recommendation, or output: choose one launch date, identify the two unresolved budget assumptions, or approve the interview panel.
If you cannot describe the finish line, the item may still be discovery work. Label it honestly and avoid promising a decision that the available information cannot support.
Estimate time from the interaction required
A two-minute update and a decision with competing constraints should not receive equal slots. Estimate the time needed to frame the issue, hear necessary perspectives, test a proposal, and close. Reduce the number of items if the total exceeds the meeting window.
- Opening: purpose, desired outcomes, and changes since the agenda was sent
- Working blocks: one owner and one outcome for each item
- Buffer: a small allowance for transitions or a difficult decision
- Close: decisions, actions, owners, due dates, and unresolved questions
Make preparation observable
Link one source of truth and specify what participants must do before the meeting: read, comment, rank, calculate, or recommend. A pile of optional links is not preparation guidance. If pre-work is essential, send it early enough to complete and decide what happens when it is not done.
Invite people according to the role they play. Required participants contribute to or own the outcome; optional participants need visibility but are not essential to reaching it.
